Thermo Group doing plumbing inspections

Plumbing Certificate of Compliance Cape Town

Thermo Compliance is a division of Thermo Group that specialises in issuing Plumbing Certificate of Compliance

Plumbing Installation Certificate of Compliance (Water By-law Certificate) in Cape Town

If you are buying or selling a property within the City of Cape Town, a Water Installation Certificate of Compliance (Water By-law Certificate) is a legal requirement before the property can be transferred. In accordance with the City of Cape Town Water By-law, a valid certificate must be issued for every transfer to confirm that the property’s water installation complies with the applicable municipal regulations.

At Thermo Compliance, a division of Thermo Group, we provide professional Water Installation Certificate of Compliance inspections for residential and commercial properties across Cape Town. Our qualified inspectors conduct thorough assessments to ensure your property’s water installation meets the requirements of the City’s by-law, helping to avoid delays during the transfer process.

What Is a Water Installation Certificate?

A Water Installation Certificate confirms that the property’s potable water installation complies with the City of Cape Town’s Water By-law requirements. It is important to note that this certificate is not the same as a full plumbing certificate and does not cover every aspect of the plumbing system.

The certificate focuses specifically on municipal water compliance and is required each time ownership of a property changes within the City of Cape Town.

What We Inspect

During our inspection, we assess key components of the water installation, including:

  • Visible water supply pipes and fittings
  • Water leaks that result in the loss of potable water
  • Geyser installations and required safety components
  • Pressure control valves and vacuum breakers
  • Cross-connections between potable and non-potable water systems
  • Stormwater connections to ensure they do not discharge into the sewer system
  • Other items required under the City of Cape Town Water By-law

If any non-compliant items are identified, we provide a detailed report and can arrange the necessary repairs before issuing the Water Installation Certificate of Compliance.

Water Installation Certificate vs Plumbing Certificate

Many people assume these certificates are the same, but they serve different purposes.

A Water Installation Certificate of Compliance:

  • Is issued in accordance with the City of Cape Town Water By-law
  • Applies specifically to property transfers within the City of Cape Town
  • Covers the potable water installation only
  • Identifies leaks that result in the loss of drinking water
  • Includes checks on required water-related safety components
  • Verifies that stormwater is not incorrectly connected to the sewer system
  • Must be obtained every time the property is transferred

A Plumbing Certificate of Compliance, on the other hand:

  • Covers the entire plumbing installation
  • Includes wastewater and sewer systems
  • Assesses waste traps, drainage systems, and sewer connections
  • Identifies faults such as damaged sanitary fittings, leaking waste pipes, and defective plumbing components
  • Ensures compliance with the applicable plumbing standards and regulations rather than only the municipal water by-law

Fast and Reliable Water By-law Inspections

Property transfers often operate under strict deadlines, and delays in obtaining a Water Installation Certificate can hold up the registration process. Thermo Compliance provides prompt inspections, professional reporting, and efficient remedial services to help ensure your property transfer proceeds without unnecessary complications. We issue Cape compliance certificates for electrical, plumbing, gas, electric fence, beetle and solar inspections.

Plumbing certificate of compliance in Cape Town: the City process, form and cost

In Cape Town, a Certificate of Compliance (COC) of the water installation must be submitted to the City before a property can be transferred to a new owner. Here is how it works, who does what, and what it costs with Thermo Compliance, a division of Thermo Group.

Process details below follow the City of Cape Town page Submit a certificate of compliance of water installation on transfer of ownership.

How the plumbing COC works in Cape Town, step by step

  1. The seller books the inspection. Use the instant estimate on this page, or call 021 203 5337 or 082 302 0683.
  2. The water installation is inspected. We check it against the City checklist and give you a report. If faults are found, repairs are quoted separately.
  3. The certificate is completed and signed once the installation complies.
  4. Your conveyancing attorney submits it. The City says the attorney emails the completed certificate to the City before transfer.
  5. The City may check. A City water inspector inspects selected properties and takes any non-compliance up directly with the plumber.

What the City water COC confirms

  • There are no water installation defects relevant to the checklist at the time the certificate is issued.
  • The water meter is registering water consumption.
  • There are no stormwater discharges into the sewer system.
  • There are no cross-connections between drinking water and any greywater, recycled water or ground-water systems.
  • The water installation, for the items on the checklist, conforms to the national building regulations and the City water by-laws.

The City notes the certificate cannot be used as a quality control document for anything other than what is listed on the checklist.

Thermo Group delivered exceptional service from start to finish. From my first contact with Nikita who listened to me & responded urgently, to the electricians Alfred and Phato who arrived promptly, quickly found the problem and returned over the weekend to make repairs at short notice and even waited without complaint for 2 hours for the municipal contractor, to Warwick who was available around the clock and went above and beyond to check in with me and to get the City to restore my power after it simply closed my case after 6 hours. The team’s professionalism, clear communication and follow-through, genuine care and support are rare. I highly recommend Thema Group.

What is a Water Installation Certificate?

A Water Installation Certificate is an official document confirming that a property’s water installation complies with the City of Cape Town Water By-law at the time of inspection. It certifies that the water system has been inspected by a qualified plumber and meets the municipal requirements for property transfers.

Is a Water Installation Certificate required when selling a property in Cape Town?

Yes. In the City of Cape Town, a Water Installation Certificate is required when ownership of a property is transferred. The seller is responsible for providing this certificate to the conveyancing attorney before the transfer can be finalised, unless otherwise agreed in the sale contract.

Who is responsible for obtaining the Water Installation Certificate?

In most cases, the seller is responsible for arranging and paying for the Water Installation Certificate before the property transfer takes place. However, the Offer to Purchase may contain different arrangements, so it is important to review the sale agreement carefully.

What is inspected during a Water Installation Certificate inspection?

A qualified plumber will inspect various aspects of the property’s water installation to ensure compliance with the City of Cape Town’s Water By-law. This typically includes checking:

  • Visible water leaks
  • Geyser installation
  • Pressure control valves
  • Isolation valves
  • Water meter operation
  • Stormwater connections
  • Cross-connections between potable and non-potable water
  • Plumbing fittings and pipework
  • Compliance of the hot and cold water systems

The inspection helps ensure the property is not wasting water and complies with municipal regulations.

Why is a Water Installation Certificate important?

A Water Installation Certificate helps protect both buyers and sellers by confirming that the property’s plumbing installation complies with municipal requirements. It also assists in identifying hidden leaks, faulty plumbing components, and other issues that could result in water wastage, increased municipal bills, or expensive repairs after the property has been sold.

What are the most common reasons a property fails a Water Installation Certificate inspection?

Some of the most common defects include:

  • Leaking taps or pipes
  • Faulty toilet cisterns
  • Incorrectly installed geysers
  • Missing or defective pressure control valves
  • Stormwater connected to the sewer system
  • Missing vacuum breakers
  • Cross-connections between potable and alternative water supplies
  • Visible plumbing leaks
  • Non-compliant plumbing alterations

Most defects can be repaired before the certificate is issued.

What happens if my property fails the inspection?

If non-compliant items are identified, the inspector will provide a report explaining the defects that require attention. Once the necessary plumbing repairs have been completed, the installation can be re-inspected and the Water Installation Certificate issued once the property complies with the applicable requirements.

Can Thermo Compliance carry out the plumbing repairs?

Yes. If your property does not comply during the inspection, Thermo Compliance can arrange for qualified plumbing professionals to complete the required repairs. Once the defects have been rectified, the property can be re-inspected and the Water Installation Certificate issued.

How long does a Water Installation Certificate inspection take?

The inspection time depends on the size and complexity of the property. Most residential inspections take between 30 minutes and one hour. Larger homes or commercial properties may require additional time.

How long is a Water Installation Certificate valid?

A Water Installation Certificate confirms that the property’s water installation complied with the City of Cape Town Water By-law at the time of the inspection. There is no fixed legal expiry period, but a new certificate is generally required each time ownership of the property is transferred.

Does every property in Cape Town need a Water Installation Certificate?

Yes. Most residential properties being transferred within the City of Cape Town require a Water Installation Certificate before transfer can be completed. This requirement forms part of the City’s efforts to reduce water wastage and ensure compliance with municipal plumbing regulations.

Does a Water Installation Certificate guarantee there are no future plumbing problems?

No. A Water Installation Certificate confirms that the visible water installation complied with the applicable municipal requirements at the time of the inspection. Plumbing systems can develop leaks or faults over time, so regular maintenance is still recommended.

Can a leaking tap cause the property to fail?

Yes. Even seemingly minor plumbing defects, such as leaking taps, leaking toilets, or visible pipe leaks, may need to be repaired before a Water Installation Certificate can be issued. These issues contribute to unnecessary water wastage and are considered during the inspection.

Are geysers inspected during the Water Installation Certificate inspection?

Yes. The geyser installation is an important part of the inspection. The inspector will assess whether the geyser installation complies with the applicable plumbing requirements, including components such as pressure control valves, drip trays where required, overflow pipework, and visible plumbing connections.

What areas does Thermo Compliance service for Water Installation Certificates?
