Certificates for Selling or Letting in Stellenbosch: What Applies Where
Stellenbosch has its own municipality, and that matters for one certificate in particular. The water installation certificate on transfer that Cape Town sellers know about is a requirement of the City of Cape Town’s Water By-law. Do not assume that Stellenbosch Municipality asks for the same document, in the same form. Ask your conveyancer what the municipality requires for your transfer. The other certificates are not municipal at all: the electrical, gas and electric fence certificates come from national regulations, and the beetle certificate usually from the wording of the sale agreement.
| Situation | Certificates usually asked for | Worth knowing |
|---|---|---|
| Selling a house or flat | Electrical COC, plus gas, electric fence and beetle where they apply, and whatever water or plumbing document your conveyancer says is required | Confirm the municipal requirement in writing with the conveyancer. |
| Buying | The same set, usually supplied by the seller | Ask to see certificates before you sign. |
| Letting to tenants or students | Electrical COC at minimum; gas and fence certificates if installed | The regulations place the duty on the user or lessor. |
| Wine farm or smallholding | Electrical COC for each installation, plus fence and gas certificates | List every outbuilding when you book. |
| New solar or inverter | COC for the new work, and the municipality’s approval for a grid-connected system | See solar certificate of compliance. |
Your offer to purchase, your bond provider and your insurer have the last word, so check them against the table. If you are unsure which items apply, send us the address and a short description of what is installed, such as the geyser type, gas appliances, any fence, a cottage or a borehole pump, and we will list the certificates your situation is likely to need.
Because Stellenbosch property ranges from historic townhouses to student flats and working farms, the list differs a lot from one address to the next. A first-time seller may need only an electrical certificate, while a wine farm with a cellar, staff housing and a boundary fence may need several. Starting with the list avoids paying for certificates you do not need and missing ones you do. We issue Cape compliance certificates for electrical, plumbing, gas, electric fence, beetle and solar inspections.
Older Houses in the Historic Centre and Established Suburbs: Likely Failure Items
Stellenbosch includes buildings from many periods, from the Cape Dutch, Georgian and Victorian streets of the old town to later suburbs such as Mostertsdrift, Die Boord and Dalsig. An electrical inspection follows the installation, not the architectural style, but age and history shape what inspectors find.
- No earth leakage protection, or a unit that no longer trips. The fix is a tested earth leakage device.
- Old boards with mixed components and breakers that do not match the cable they feed, or boards that have no labelling.
- Brittle or damaged insulation where cable has aged in a roof space or cupboard.
- Missing bonding on metal pipes and other conductive parts, and sockets with reversed polarity or no earth.
- Additions without certificates, such as converted rooms, garden lighting, a cottage or extension wiring added by previous owners.
In a heritage building, ask before making visible external changes to fix a failure, such as new boxes or conduit on a street wall. Most repairs are internal and routine. For boards beyond repair, our page on distribution board upgrades explains the replacement.
Student Lets, Digs and Multi-Tenant Properties: The Paperwork
Student accommodation is a large part of the Stellenbosch property market, and small units near the university, in areas such as Dennesig and La Colline, are in steady demand. These properties are used hard, and certificates matter.
- Landlord’s duty. Regulation 7(1) requires the user or lessor to hold a valid electrical certificate. A lease may shift responsibility to the tenant, but the tenant should still ask to see the certificate.
- Additions by occupants. Extension leads, extra sockets and wiring added between tenants should be inspected and corrected before the next occupant arrives.
- Several units, one board. If a house has been divided into rooms or flats, the board, bonding and earth leakage protection should cover every part of it.
- Gas and fences. A gas hob or heater needs a gas certificate for the fixed installation, and an electric fence needs its own certificate.
Investors with several units can book inspections together, which gives one list of faults and one set of paperwork. A walk-through before the academic year starts is far easier than repairs while tenants are in residence. Our electricians in Stellenbosch can carry out repairs once the inspection is done.
Estates, Sectional Title and Body Corporate Schemes
Many Stellenbosch homes sit in estates or sectional title buildings, and the ownership structure decides who holds which certificate.
Estates and homeowners’ associations
In an estate such as Welgevonden, with close to a thousand own-title properties and a homeowners’ association, the owner holds the certificates for the house, and the association looks after shared services such as security lighting, entrance gates and boundary fencing. Ask the managing agent which certificates they hold and which you must supply, and ask about access rules for inspectors.
Sectional title
The unit owner provides certificates for the unit. The body corporate is normally responsible for common property, such as gate motors, shared boards, security lighting and electric fences. A seller in a scheme needs copies of those certificates for the transfer attorneys, so ask the trustees early.
Agents and conveyancers
Raise certificates at mandate stage, with the mandatory disclosure form. The disclosure form deals with known defects and does not replace certificates, which are issued after an inspection.
The Transfer Timeline and Why Dates Matter
Delays usually come from booking certificates late. A typical sequence runs like this.
- Before listing. Book inspections early, so you know the faults before a buyer does.
- Offer to purchase. The compliance clauses name the certificates required, who arranges them and the deadline.
- Inspection and quotation. The inspector lists faults, and you receive a quotation if repairs are needed.
- Repairs and re-test. Once the repairs are done, the work is tested again and the certificate follows.
- Certificates to the conveyancer. The attorney collects the originals and passes copies to the bank’s attorneys where required.
The key electrical date is regulation 7(5) of the Electrical Installation Regulations, which says a change of ownership may not go ahead if the certificate is more than two years old. A seller whose property takes months to sell should check the date again before lodgement. Work done after inspection, such as a new circuit or a solar installation, may need certifying as well, under regulation 7(4).
Preparing for the inspector
Give access to every board, outbuilding, roof space, geyser cupboard, gate motor and meter box, and mention every installation, including a borehole pump, a cottage and any solar or inverter system. Testing generally needs the power off at the board for a time, so warn tenants and switch off computers.
Wine Farms, Farm Properties and Commercial Buildings
Stellenbosch sits in the Cape Winelands, and many sales and lettings involve farms, wine estates and commercial buildings rather than ordinary houses.
- Several buildings, one property. A wine estate may include a manor house, cellar, tasting room, staff housing, workshops, sheds and a pump house, and each is part of the fixed electrical installation. Tell the inspector about every structure.
- Heavy equipment. Cellar machinery, cold rooms, irrigation controllers and borehole pumps involve large motors, long cable runs and damp conditions, and inspectors look at protection and earthing carefully.
- Electric fences. Security and boundary fences are common on farms, and they need certificates from an appropriately registered person for systems installed or altered after 1 October 2012.
- Gas. Commercial kitchens and tasting-room kitchens often use gas, and the fixed installation needs a gas certificate.
- Beetle. Older timber roofs, floors and joinery are common on heritage buildings. A beetle certificate is a contractual document and not a legal requirement, so check the sale agreement.
For commercial lets, ask whether the lease places responsibility for the installation on the tenant or the landlord, and keep a current set of certificates on file.
Fake Certificates, Choosing an Inspector and Booking in Stellenbosch
The Department of Employment and Labour has warned the public about people who pose as registered electrical contractors and issue certificates for installations that were not safe. A proper electrical certificate carries the registered person’s name, signature and registration details, a unique number, the address and a description of the installation, the date and a completed test report. Warning signs are no site visit, a price far below the rest, same-day certificates with no testing, and an inspector who cannot show registration.
Certificates from Thermo Group are issued by Thermo Compliance, a division of Thermo Group. The company is an ECA member for electrical work and an IOPSA member for plumbing, and one booking can cover electrical, plumbing, gas and fence work. There is no call-out fee and no obligation, and you can take any repair quotation elsewhere. Phone 021 203 5337 or 082 302 0683.

Compliance Certificates Stellenbosch: More Questions Answered
The water installation certificate rule we describe for Cape Town belongs to the City of Cape Town’s Water By-law, and Stellenbosch Municipality is separate. Ask your conveyancing attorney what the municipality requires for your transfer, and what form it should take, before you book a plumber.
The owner normally holds those for the house, while the homeowners’ association looks after shared services such as entrance gates and boundary fencing. Ask the managing agent which certificates the association holds and what they expect from sellers. Also ask about inspector access rules.
Yes, but the installation must pass inspection and the certificate must be valid for transfer. Heritage status does not exempt a building from electrical regulations. Old boards and wiring can usually be repaired without changing a building’s appearance, though visible external changes may need heritage approval.
Ask the seller to arrange it, as the sale agreement normally requires. If the agreement says otherwise, or you agree to take transfer first, get that written down and have the installation inspected. A certificate shows the position on the day it was issued, so check the date and what was covered.
Often yes, because known faults can be fixed on your terms, before a buyer is involved. An inspection gives you a list and a quotation, and you can accept it, negotiate or get a second opinion. Repairs are then tested again, and the certificate is issued after they pass.
Yes. Thermo Compliance, a division of Thermo Group, covers electrical, plumbing, gas, electric fence and beetle certificates, so you can have a single quote and booking. You are not obliged to use us for repairs, and you can take any quotation elsewhere.
Each separate electrical installation is covered by a certificate, and a farm may have several: the main house, a cellar, staff housing, workshops and pump houses. A registered person will advise how to group them. Tell the inspector about every structure and supply when you book.
Ask for proof of registration and check that the certificate shows a name, signature, registration details, unique number, address, date and completed test report. Be careful of certificates issued with no site visit or testing. The Department of Employment and Labour can help if you are unsure.

Why Stellenbosch Needs So Many COC Inspections
Stellenbosch’s character is shaped as much by its university as by its wine estates — oak-lined streets and Cape Dutch heritage buildings in the historic centre give way to a huge concentration of student housing, with more than 32,000 students competing for around 8,300 official residence beds. That shortfall has pushed enormous demand into privately rented houses, apartments and converted properties around town, alongside the wine estates, smallholdings and family homes on the outskirts. With student leases turning over every academic year and a strong buy-to-let market built around it, Certificates of Compliance are needed constantly here — for new leases, ownership changes, and older homes that were never converted to rental use with full compliance testing.
Student Rentals & High Tenant Turnover
A large share of Stellenbosch’s rental stock is let to students on annual leases, often in older houses that were converted from family homes into multiple-let student accommodation over the years — sometimes with additional plug points, geysers or partitions added without a full electrical review. With near-zero vacancy during the academic year and landlords needing to turn properties around quickly between leases, an up-to-date Certificate of Compliance is essential both to meet legal requirements and to avoid a safety issue partway through the year. We regularly inspect these converted rental properties, along with wine-estate homes and smallholdings on the town’s outskirts.
What We Check For Your Electrical Certificate Of Compliance
An Electrical COC isn’t a quick glance at the DB board — it’s a proper set of measured tests. We check earth leakage protection, run loop impedance and prospective short-circuit current tests on every circuit, confirm the DB board is correctly labelled and has no unauthorised additions, and physically inspect wiring, plugs and light fittings throughout the property. Where a previous installation cut corners — a DIY addition, an unlicensed electrician, a circuit that was never tested — we’ll find it and tell you exactly what needs to be corrected before we can issue the certificate.
Already Have Solar Installed?
If your Stellenbosch property has solar, it needs its own Solar Certificate of Compliance in addition to the standard electrical COC. We issue both together where needed. And if the system itself needs servicing rather than certifying — underperforming, tripping, or just never checked since installation — visit our Solar Maintenance Cape Town page.

Thermo Group delivered exceptional service from start to finish. From my first contact with Nikita who listened to me & responded urgently, to the electricians Alfred and Phato who arrived promptly, quickly found the problem and returned over the weekend to make repairs at short notice and even waited without complaint for 2 hours for the municipal contractor, to Warwick who was available around the clock and went above and beyond to check in with me and to get the City to restore my power after it simply closed my case after 6 hours. The team’s professionalism, clear communication and follow-through, genuine care and support are rare. I highly recommend Thema Group.Posted on Google![]()

On 24 September 2026 Russel and his team (Ebrahim, Michael and Alfred) visited us and went through the various areas of their expertise. We found them to be very pleasant and knowledgeable in their respective fields. It was a real pleasure having them carry out the COC.
Do I need a COC to sell my house in Stellenbosch?
Yes. An Electrical Certificate of Compliance is a legal requirement for every property sale in South Africa, and Plumbing, Gas and Electric Fence COCs are also required where those installations are present. We can issue all four for your Stellenbosch property transfer.
I let my Stellenbosch property to students — how often do I need a new COC?
A COC doesn’t expire on a fixed schedule, but we’d recommend renewing it roughly every two years for a rental property, or sooner if you know significant electrical work has been done. Given how quickly Stellenbosch rentals turn over between academic years, it’s worth checking before each new intake if the property has had heavy use or any DIY changes.
My Stellenbosch rental has been let to students for years — does that affect the inspection?
It can. Older homes converted into student accommodation sometimes have extra plug points, partitions or geysers added over the years without a full compliance check. We look closely for unauthorised additions and general wear from years of shared-house use when inspecting these properties.
Do you also certify solar installations in Stellenbosch?
Yes. We issue Solar Certificates of Compliance alongside standard electrical COCs, and we also maintain and fault-find solar systems that need servicing rather than certifying — installed by us or by another company.
How long is a Certificate of Compliance valid, and how quickly can you issue one?
A COC has no fixed expiry but should be renewed whenever significant electrical work is done, or roughly every two years for a rental property. Most Stellenbosch inspections are completed and the certificate issued within a few working days, sooner if no remedial work is needed.
How much does an Electrical Certificate of Compliance cost in Stellenbosch?
Pricing depends on the size of the property and the age and condition of the electrical installation. Contact us for a fast, no-obligation quote for your Stellenbosch property.
What happens if my property in Stellenbosch doesn’t pass the compliance inspection?
If any part of the installation doesn’t meet SANS 10142-1 standards, we provide a written schedule of defects with a clear, itemised quote to fix them. Once the repairs are done, we re-inspect your Stellenbosch property at no extra call-out charge and issue the Certificate of Compliance as soon as it passes.
Does a Certificate of Compliance cover my geyser, stove and other appliances in Stellenbosch?
A COC covers the fixed electrical installation — wiring, distribution boards, earthing, and the points appliances connect to — rather than the appliances themselves. So your geyser’s wiring, isolator switch and earthing are inspected, but a faulty geyser element or stove isn’t part of the COC. If you’d like your Stellenbosch property’s appliances tested at the same time, we’re happy to check those during the same visit.
Do I need a separate Certificate of Compliance for a granny flat or flatlet in Stellenbosch?
Yes — any self-contained flatlet, granny flat or cottage with its own electrical connection needs to be included in the compliance inspection, even if it shares a meter with the main house. We check the sub-circuit, isolator and earthing for the flatlet as part of the same Stellenbosch COC visit, so you get one certificate covering the whole property.
