Gas and electric fence certificates apply only if you have those installations. No law demands a beetle certificate. It exists because the sale agreement asks for one. We issue Cape compliance certificates for electrical, plumbing, gas, electric fence, beetle and solar inspections.

Old Houses in the Historic Core: Inspection Issues and Repairs

Durbanville’s original settlement dates from the early nineteenth century, and the old streets still hold Victorian and Edwardian houses, a number with slate roofs since swapped for corrugated iron. Many have become shops, offices and restaurants. Age alone does not make a building non-compliant, but a certificate cannot be issued while a defect is present. Typical findings include:

Old timber roofs also matter for the beetle certificate: where an active infestation is found, treatment or timber repair normally has to happen before a clearance is issued.

Converted premises

If an old house now operates as a restaurant or office, tell the inspector. The installation is judged as it stands, and a board sized for a household may now be carrying a commercial kitchen.

Estates, Complexes and Common Property in Durbanville

A large part of the town sits in gated estates and townhouse complexes, and the responsibilities divide in the same way each time. Inside the home or unit, the installation is the owner’s concern. Perimeter fencing, gate motors, entrance lighting and shared boards belong to the estate, homeowners’ association or body corporate.

Electric fences are governed by regulation 12 of the 2011 Electrical Machinery Regulations, which covers systems put in or changed since 1 October 2012. They must meet SANS 10222-3 and display warning signs.

Smallholdings, Farm Sheds and Pump Circuits

Properties at the edge of town often have far more electrical equipment than the sale agreement describes. The electrical Certificate of Compliance covers the whole fixed installation, including outbuildings and outdoor circuits, so tell the inspector about everything:

  • Borehole and irrigation pumps, their controllers and starters.
  • Sheds, workshops, packing areas and cold rooms.
  • Staff or guest accommodation fed from its own sub-board.
  • Gate motors, yard lighting and boundary fences.
  • Pool equipment and any generator or inverter changeover.

An installation that nobody mentions cannot be certified, and a fault found later is a liability for the owner, not a way to avoid cost.

Water certificates

In the City of Cape Town, the water installation certificate on transfer must be signed by a plumber registered with the City, and the conveyancing attorney submits it. It checks matters such as the hot water cylinder, the meter, taps and fittings, stormwater and cross-connections. If your property is on a borehole or a mixed supply, ask your conveyancer which certificate applies, as the answer may differ from a standard City connection.

Gas

Regulation 17(3) of the Pressure Equipment Regulations requires a gas certificate from an authorised person registered with LPGAS. It covers the fixed installation, meaning pipework, fixed appliances and where cylinders stand. Portable appliances fall outside it.

The Durbanville Transfer Timeline: Booking Certificates in the Right Order

Delays almost always come from booking too late. A workable order is:

  1. Before you list. Book inspections while choosing an agent. Knowing the faults early lets you decide what to repair before a buyer is involved.
  2. Once the offer is accepted. Study the compliance clause, which names the certificates, the person who arranges them and the deadline. If it is vague, get clarification in writing.
  3. Inspection and quotation. The inspector logs every defect. You may accept the quotation, negotiate the scope or seek another opinion.
  4. Repair and retest. After repairs, the installation is tested a second time and only then certified.
  5. Handover. Originals go to the conveyancing attorney, who passes copies to the bank’s attorneys.

Watch the date on the electrical certificate. Under regulation 7(5) of the Electrical Installation Regulations, a change of ownership may not be allowed once the certificate is more than two years old. Any addition or alteration after the inspection needs its own certificate under regulation 7(4). An electrical certificate has no other expiry in the regulations, but a long sale can run past the two-year limit.

Sources differ on how often electric fence and gas certificates must be renewed, so your conveyancer can tell you what the contract demands. A beetle certificate is a contractual document, so ask how recent it must be before you book.

Solar, Inverters and Backup Power When a Durbanville Home Sells

Solar and battery systems are increasingly common, and they add paperwork to a sale. A solar system counts as an electrical installation, so it needs a Certificate of Compliance signed by a registered person. Where your electricity account is with the City of Cape Town, the system also needs the City’s own authorisation, which is a different document, because a certificate cannot authorise a connection by itself.

What buyers and conveyancers ask for

Choosing a Certifier: Valid Certificates, Fakes and Who Does the Repairs

An electrical Certificate of Compliance can come only from a registered person, in one of three categories: single-phase tester, installation electrician or master installation electrician. The Department of Employment and Labour has alerted the public to impostors posing as registered contractors. A genuine certificate carries the signatory’s name, signature and registration details, a unique number, the address and installation description, the date and a completed test report.

Be suspicious when a certificate is offered without a site visit, at a price far under every other quote, with empty test sections, or by someone who cannot produce a registration.

One team or two?

Some owners worry that the company that finds the faults also makes money from repairing them. A fair provider records each fault on the inspection report, gives an itemised quotation and leaves you free to use someone else. Compliance Certificates Durbanville: More Questions Answered

Only if your sale agreement asks for one, since the requirement is contractual and not legal. It is customary in the Western Cape, and older timber roofs are a common focus. Inspectors need registration with the South African Pest Control Association. Check with your conveyancer how recent it must be.

The City of Cape Town requires a water installation certificate on transfer for properties on its water supply. If a property uses a borehole or a mixed supply, ask your conveyancer which certificate applies. The plumber who signs a City certificate must be registered with the City.

A fence that belongs to the estate is the estate’s paperwork, so the homeowners’ association or body corporate should hold the certificate and supply a copy. A fence you installed yourself needs its own certificate from an appropriately registered person, and your conveyancer can confirm what the contract demands.

A valid electrical Certificate of Compliance is normally required for the whole installation, including converted parts. Uncertified conversions have to be made compliant or removed before a certificate is issued. Tell the inspector about every change, so the report matches what is actually installed.

Regulation 7(5) bars a change of ownership once the electrical certificate is more than two years old. If the sale drags on, have the installation retested and a fresh certificate issued before lodgement. Work done after the inspection needs a certificate of its own.

Do I need a COC to sell my house in Durbanville?

Yes. An Electrical Certificate of Compliance is a legal requirement for every property sale in South Africa, and Plumbing, Gas and Electric Fence COCs are also required where those installations are present. We can issue all four for your Durbanville property transfer.
