Freehold Homes and Sectional Title Units: Who Is Responsible for What
Sectional title is common among Camps Bay’s apartment blocks, and it changes who has to do what. The unit owner is generally responsible for the installation inside the unit, while the body corporate is generally responsible for common property such as the meter room, risers, shared lighting and the building’s exterior. A certificate for a unit covers the unit’s own installation. It does not turn the building’s common supply into a certified installation.
What owners and buyers of units should do
- Ask the managing agent which certificates the scheme holds for common property, and when they were issued.
- Check the offer to purchase for the wording on certificates. Some require the unit only, others ask for more.
- Give the inspector access to the unit’s own distribution board, which may be in a passage cupboard or the meter room.
- Book the meter room access in advance through the managing agent.
For a freehold house, all of this sits with the owner. That includes the garage, outbuildings, the garden circuits, the pool equipment, and any flatlet on the property.
What Inspectors Find on Coastal and Slope Properties
An electrical test report is a detailed record. Items the standard report asks the registered person to note include labelling, bonding continuity, earth continuity, insulation resistance, polarity at sockets, the voltages at the distribution board, and the function of earth leakage devices. In Camps Bay, certain faults come up more often because of where the buildings stand.
- Corroded outdoor fittings. Exposed sockets, junction boxes, gate motors and outdoor lights near the coast can carry corrosion that has damaged terminals or compromised sealing.

None of these findings means a sale is in trouble. A failed inspection produces a list of defects, and each has a normal remedy: a tested earth leakage device, a replaced or relabelled board, a rewired socket, a sealed or replaced outdoor fitting. Once the work is done and the circuits are tested again, the certificate can be issued. Knowing the list early gives you room to compare quotes and to decide whether to repair before listing or to agree a repair allowance with the buyer.
Gas, Electric Fence and Beetle: Which of Them Apply to You
These three certificates cause the most confusion because the rules differ from the electrical certificate.
Gas
The Pressure Equipment Regulations require a certificate for a gas installation, issued by a registered gas installer. There is no single fixed validity period, and portable appliances are generally not covered. If your home has a fixed gas hob, heater or fireplace, include it in the list you give your conveyancer. Electric fence
Electric fences fall under Regulation 12 of the Electrical Machinery Regulations, 2011, which applies to systems installed or altered after 1 October 2012. The certificate must come from an appropriately registered person, the system must meet SANS 10222-3, and warning signs are part of the requirement. Beetle (wood-borer)
A beetle certificate is not a statutory requirement. It is normally a term of the offer to purchase, and it is common in coastal parts of the Western Cape. The seller usually arranges it through an inspector registered with the relevant industry body. A “voetstoots” clause does not protect a seller who knew of a defect and concealed it. Booking Around a Sale: Timeline, Disclosure and Absent Owners
Delays usually come from booking too late. The sensible order is to book the inspections while choosing an agent, read the compliance clause as soon as the offer is signed, and leave time for repairs and a retest before the transfer attorneys need the certificates.
- Before listing. Inspections show what needs repair, so you can decide before a buyer is involved.
- Disclosure. Since the Property Practitioners Act came into force on 1 February 2022, sellers and lessors have to complete a mandatory disclosure form before an offer is made. It deals with defects, and it is a separate document from the certificates.
- Inspection and repairs. If faults are found, you receive a list and a quote. Once the work is done, the circuits are tested again and the certificate is issued.
- Transfer. The conveyancer checks the certificates and the dates, and for the water certificate submits it to the City.
For the electrical certificate on a change of ownership, regulation 7(5) says it must not be older than two years. The water installation certificate is tied to the transfer itself, so treat it as a new requirement for every sale.
If the owner is overseas or the property is a second home, arrange a trusted contact to give access, show the inspector the boards and sign for the visit. A letter from the owner to the managing agent or caretaker avoids last-minute delays.
Preparing the Property for an Inspection

- unlock every distribution board, meter box, garage, plant room and outbuilding
- make the roof space and geyser cupboard reachable
- tell the inspector about every installation, including flatlets, pool equipment, gate motors, borehole pumps, solar or inverter systems and any fence energiser
- clear the path to appliances that need testing, such as the stove and the geyser
- warn occupants that power will be switched off briefly while testing is done, and switch off computers and sensitive equipment
- for an apartment, confirm access to the meter room with the managing agent
- have previous certificates and any plans or alteration records to hand
An undisclosed installation is a liability for the owner, and it cannot be certified if it is not seen. Locked areas are the most common reason for a second visit.
Spotting a Fake Certificate and Choosing Who Issues It
The Department of Employment and Labour has warned the public about people who pose as registered electrical contractors and issue certificates for installations that were not safe. A fake certificate can leave you with a failed transfer, an unsafe house and a dispute with your bond provider or insurer.
A proper electrical certificate shows the registered person’s name, signature and registration details, a unique certificate number, the address, a description of the installation, the issue date and a completed test report. Red flags include a certificate offered without anyone visiting the property, a price that is far below the market without explanation, or an issuer who cannot show registration details.

Yes. The City of Cape Town requires a certificate of compliance for the water installation on transfer of ownership. A City-registered plumber completes it, and the conveyancing attorney submits it. Will an older property automatically fail an Electrical COC inspection?
No. The age of a property does not determine whether it will pass or fail.
