What Inspections Find in Older and Larger Newlands Houses

The age and size of a house shape what an inspector writes down. Many Newlands properties have grown over time, so the installation is rarely uniform. Common findings include:

  • No earth leakage protection, or a unit that no longer works. Older boards often have none, or a unit whose test button no longer trips it.
  • Overcrowded or unlabelled boards. Extensions that were added without a proper sub-board tend to leave one tired board feeding everything.
  • Outbuilding and garden supplies. A cottage, workshop or pool pump fed by an unprotected or poorly earthed cable is a frequent failure.
  • Reversed polarity or missing earths at sockets, especially where plugs were added by an owner.
  • Poor bonding of metal pipework and other conductive parts.
  • Do-it-yourself additions that were never certified.

Water is a second theme. Newlands is widely described as the wettest suburb in South Africa, and moisture damages outdoor sockets, boxes and cables over time, so inspectors look closely at anything outside. In the water certificate, a registered plumber checks that taps and fittings are not leaking, that the water meter registers and stops when nothing is drawn, and that rainwater is not entering the sewer. Timeline: Fitting Certificates Around a Newlands Transfer

Late booking causes most delays. A workable order for a seller is below.

  1. Before listing. Book the inspections while you choose an agent, so you know the faults and can decide what to repair before a buyer is involved.
  2. When the offer is signed. Read the compliance clauses. They list the certificates needed, who arranges them and the deadline. If the clause is vague, ask the conveyancer to clarify it in writing.
  3. Inspection and quotation. Each fault is recorded. You may accept the repair quote, get another, or use your own tradesperson.
  4. Repairs and re-test. The installation is tested again before a certificate is issued.
  5. Certificates to the conveyancer. For the City water certificate, the City’s own process has the conveyancing attorney submit the completed certificate.
  6. Before lodgement. Check every date once more.

The date on the electrical certificate is the one that catches people. Under regulation 7(5), a change of ownership may not be allowed where the electrical certificate is more than two years old. In a slow market a house can sit unsold for months, so check the date again before transfer.

Schemes, Estates and Body Corporates in Newlands

Newlands has a mix of freehold houses, sectional title schemes and security estates, so the question of who is responsible for what comes up often. Your electrical certificate covers your own section. Installations on common property, such as security lighting, gate motors and electric fences, are normally the responsibility of the body corporate, and your transfer attorneys will need copies for the sale.

For owners and trustees

  • Keep a current set of common-property certificates on file and update it after any work.
  • Arrange periodic inspections instead of waiting for a sale to expose problems.
  • Remember that repair costs and who pays are trustee decisions under the scheme’s rules.

For buyers

Ask the managing agent for common-area certificates early, because a missing one is hard to produce in a hurry. Managing agents with several buildings can request one quote for a whole scheme. If your scheme has an electric fence or a gas installation, mention it when booking so that the inspector does not arrive unprepared.

Who Arranges and Who Pays: Sellers, Buyers, Landlords and Agents

In practice the seller usually arranges and pays for the certificates, but the law does not say the seller always pays. The Electrical Installation Regulations put the obligation on the user or lessor, which in a sale is normally the owner. The offer to purchase then sets out who arranges the certificates and bears the cost. Most standard agreements make the seller responsible, but the parties can agree otherwise. For your own contract, speak to your conveyancer.

  • Buyers. Ask for the certificates before signing, check that each one matches what is installed, and confirm the dates will still be acceptable on transfer. If you agree to take on repairs, write it into the agreement.
  • Landlords. Regulation 7(1) says every user or lessor needs a valid certificate. A lease may shift responsibility to a tenant, but the tenant should still ask to see a valid one.
  • Estate agents. Raise certificates at mandate stage alongside the mandatory disclosure form. That form deals with known defects and does not replace compliance certificates.

Gas, Electric Fence and Beetle Certificates in Newlands

Three certificates work differently from the electrical COC. The gas certificate covers the fixed installation, meaning pipework, fixed appliances and cylinder positions, and portable appliances such as a gas braai are not covered. Electric fences fall under Regulation 12 of the Electrical Machinery Regulations, 2011, where installed or altered after 1 October 2012, and legal commentary differs on whether a new certificate is needed at every transfer, so the sale agreement matters. No law requires a beetle certificate. It arises from a clause in the sale agreement and is customary in coastal areas such as the Western Cape. Older houses with timber roofs or floors are where buyers and banks most often want one.

Avoiding Fake Certificates and Preparing for the Inspection

The Department of Employment and Labour has warned the public about people posing as registered electrical contractors. A proper electrical COC shows the registered person’s name, signature and registration details, a unique number, the address and description of the installation, the date of issue and a completed test report. Red flags include a certificate with no visit, a price far below every other quote, blank test sections and an inspector who cannot show registration.

On the day, make sure the inspector can reach every board, outbuilding, garage, roof space and gate motor, and mention any solar or inverter system. Compliance Certificates Newlands: More Questions Answered

Yes, for their own unit or house. A townhouse owner supplies the electrical certificate and any other certificate for the unit, while the body corporate or homeowners’ association holds those for common property. Estates may add their own rules about contractors and access. Ask the managing agent which documents the scheme already has on file.

It should be. The electrical certificate covers the fixed installation, including outbuildings and outdoor circuits, so a cottage, workshop or pool pump fed from the main board is part of the inspection. Make sure the inspector sees it. An undisclosed outbuilding is a risk for you, not a way to avoid cost.

The conveyancing attorney normally collects the originals and passes copies to the bank’s attorneys where needed. For the City water certificate, the City’s own process has the conveyancing attorney submit the completed certificate. Keep copies yourself, and check each date and address with the attorney before lodgement.

The inspector records every fault. You then receive a repair quotation, which you can accept, negotiate or compare with another. After repairs the installation is tested again and the certificate is issued. You are free to use your own electrician, provided the work is done by a registered person and tested.

Your certificate covers your own unit. Common-property items such as gate motors, security lighting and electric fences are usually the body corporate’s responsibility, and your attorneys will need copies. Each scheme’s rules differ on who pays for repairs. Ask the managing agent for current common-area certificates as soon as you list.

The water installation certificate in Cape Town is linked to the transfer of ownership, so it is a fresh requirement for each sale, regardless of small repairs. A registered plumber must sign it. Fixing leaking taps and fittings before inspection helps, since a leak or a meter that registers with everything closed will be recorded as a defect.

Do I need a COC to sell my house in Newlands?

Yes. An Electrical Certificate of Compliance is a legal requirement for every property sale in South Africa, and Plumbing, Gas and Electric Fence COCs are also required where those installations are present. We can issue all four for your Newlands property transfer.


Newlands gets far more rain than the rest of Cape Town — does that affect a compliance inspection?

Yes. Newlands regularly records the highest rainfall in the city, and we frequently find damp-related faults in older homes here — corroded outdoor junction boxes, moisture ingress around geyser connections, and earth leakage protection worn down by years of wet ground. These are common findings we pick up and correct before issuing the certificate.


Why do so many older Newlands homes need DB board upgrades before a COC can be issued?

Many Newlands properties date from the early-to-mid 1900s, built long before modern earthing and circuit-breaker standards existed. It’s common to find distribution boards that were added to informally over the decades. We regularly find outdated fuse-wire circuits, missing earth leakage protection and non-compliant additions — all straightforward to correct, but they do need to be fixed before we can issue the certificate.


Do you also certify solar installations in Newlands?

Yes. We issue Solar Certificates of Compliance alongside standard electrical COCs, and we also maintain and fault-find solar systems that need servicing — installed by us or by another company.


How long is a Certificate of Compliance valid, and how quickly can you issue one?

A COC has no fixed expiry but should be renewed whenever significant electrical work is done, or roughly every two years for a rental property. Most Newlands inspections are completed and the certificate issued within a few working days, sooner if no remedial work is needed.


What happens if my property in Newlands doesn’t pass the compliance inspection?

If any part of the installation doesn’t meet SANS 10142-1 standards, we provide a written schedule of defects with a clear, itemised quote to fix them. Once the repairs are done, we re-inspect your Newlands property at no extra call-out charge and issue the Certificate of Compliance as soon as it passes.


Does a Certificate of Compliance cover my geyser, stove and other appliances in Newlands?

A COC covers the fixed electrical installation — wiring, distribution boards, earthing, and the points appliances connect to — rather than the appliances themselves. So your geyser’s wiring, isolator switch and earthing are inspected, but a faulty geyser element or stove isn’t part of the COC. If you’d like your Newlands property’s appliances tested at the same time, we’re happy to check those during the same visit.


Do I need a separate Certificate of Compliance for a granny flat or flatlet in Newlands?

Yes — any self-contained flatlet, granny flat or cottage with its own electrical connection needs to be included in the compliance inspection, even if it shares a meter with the main house. We check the sub-circuit, isolator and earthing for the flatlet as part of the same Newlands COC visit, so you get one certificate covering the whole property.
