Selling a Restored Cottage: What Inspectors Look For

Many Green Point cottages have been carefully restored, but a handsome finish says little about the wiring behind it. An inspector tests the installation and records the results on a test report. Cottages often show the same recurring items.

  • Boards without earth leakage protection, or with devices that no longer trip.
  • Additions without a certificate, such as extra circuits, garden lighting, a kitchen extension or a converted outbuilding.
  • Joints and cable in roof voids that are damaged, unprotected or not properly terminated.
  • Missing or poor bonding of metal pipework, especially where plumbing has been replaced since the original wiring.
  • Sockets with reversed polarity or no earth, and cracked or scorched faceplates.

Each of these has a standard remedy, and a failed inspection is simply a list of faults to clear before the certificate is issued. The sooner the list is known, the more choice you have about who repairs it and when.

If the cottage is graded, the certificate itself is unaffected, because it concerns the safety of the installation rather than the character of the building. Repairs are a different matter. Visible external work, such as a new meter box or conduit on a street frontage, may need approval, so tell the electrician early and plan repairs that stay inside the walls where possible.

Two other certificates deserve attention. The City of Cape Town’s water installation certificate on transfer is signed by a registered plumber and submitted by the conveyancing attorney. A beetle certificate is not required by law but often appears as a clause in the sale agreement, and it matters most where there are timber floors, roof structures or joinery, which many older cottages have.

Apartments and Newer Buildings: Units, Body Corporates and Developers

Apartments dominate Green Point’s housing, and many sit in sectional title schemes. A seller is responsible for the unit and the body corporate for the common property, and each scheme’s rules fill in the detail.

Older blocks

In older Art Deco and mid-century buildings, the unit’s wiring may connect to shared risers and boards of the same age. The inspector tests the unit, but a fault in the supply to the unit may sit in the building’s equipment. In that case the body corporate has to be involved before the certificate can be completed.

Newer developments

A new unit normally comes with a certificate for the original installation. Ask the seller for a copy. Changes made since handover, such as air-conditioning, extra circuits, an inverter or a rewired kitchen, are not covered by that original certificate and need their own certification, so a buyer should check what has been altered.

Investor landlords

Owners with several units can save time by booking inspections in the gaps between tenancies, when access is easy and nobody needs to be warned about a power cut. Keep every unit’s certificate with the lease file, with the date visible, so renewals are not missed.

Commercial Premises: Leases, Fit-Outs and Handover Certificates

Restaurants, cafes, shops and offices along Somerset Road and the other main streets usually deal with certificates at three points: when the lease starts, when the tenant alters the premises, and when the lease ends or the business is sold.

  1. Lease start. Ask the landlord for the current electrical certificate and any gas certificate. A tenant takes on risk if the installation is not documented.
  2. Fit-out. New or altered electrical work needs a Certificate of Compliance for that work under regulation 7(4). Extraction, new kitchen circuits, partitions with new lighting and data cabling all count.
  3. Gas. A fixed gas installation, such as a commercial kitchen’s pipework and appliances, needs a gas certificate of conformity from an authorised person registered with LPGAS. Portable appliances are not covered.
  4. Exit or sale. Lease terms or a sale agreement may require current certificates, and a business sale often includes a clause about them. A certificate that is more than two years old cannot support a change of ownership of the electrical installation under regulation 7(5).

Leases differ on who arranges and pays for certificates, so read the clause or ask your attorney. In a mixed-use building, shared equipment such as gate motors, security lighting and common boards is normally the body corporate’s responsibility, and the tenant’s installation starts at the tenant’s own board.

Planning the Timeline: Agents, Conveyancers and Landlords

Delays usually come from booking certificates late. A workable order of events is below.

  1. Before the mandate. Ask the seller what is installed, including gas, fence, solar or backup power and outbuildings, so the right inspections are booked together.
  2. Inspection. The registered person tests the installation and records faults on the test report. Access to the board, roof space, meter box and outbuildings is needed.
  3. Repairs and re-test. The installation is corrected, tested again and the certificate is issued.
  4. Offer and clauses. Check which certificates are named, who arranges them and the deadline.
  5. Handover to the conveyancer. The originals go to the attorney, who passes copies to the bank’s attorneys where required.
  6. Date check. Confirm the electrical certificate will still be inside two years on the date of transfer.

If the property is tenanted, coordinate access with the tenant well ahead of time and explain that the power will be off briefly. A locked cupboard or an unreachable board can mean a second visit, and a tenant who has been given notice is far more likely to cooperate. Where the property is in a managed building, the agent can also arrange access to the meter room or roof.

The Property Practitioners Act requires the seller or lessor to complete a mandatory disclosure form for known defects before the mandate. It does not replace certificates. Agents can reduce friction by raising the certificates at mandate stage rather than after an offer, and by booking all of them with one provider.

Common Certificate Mistakes in Green Point Transactions

  • Relying on an old certificate after renovating. Work done after the inspection is not covered and needs its own certificate.
  • Assuming the building’s certificate covers your unit. The body corporate looks after common property, and the unit’s installation is separate.
  • Forgetting solar and backup power. An inverter, battery or panels are part of the electrical installation. The solar side has its own paperwork, explained on the solar certificate of compliance page.
  • Missing the two-year limit. A certificate that was valid when the unit was listed may be too old by the transfer date.
  • Accepting a certificate without a test report. The certificate should be accompanied by a completed test report.
  • Not checking that the certificate matches the property. Check the address, unit number and description of what was inspected.
  • Waiting for a failed inspection to find out about faults. A pre-inspection walk-through shows problems early.

Ask for proof of registration, because the Department of Employment and Labour has warned about people posing as registered contractors and issuing certificates for unsafe installations. Thermo Group is a member of the Electrical Contractors’ Association of South Africa (ECA) and the Institute of Plumbing South Africa (IOPSA). Membership is an extra check, not a replacement for registration.

Compliance Certificates Green Point: More Questions Answered

A new installation should be certified by the registered person who installed it, and a buyer can ask the seller or developer for a copy. Later changes, such as air-conditioning or extra circuits, are not covered by that certificate and need their own. Check the sale agreement for what is required.

The regulations require a valid certificate, not necessarily a new one for each tenant. A landlord is safest with a current certificate before each new tenancy, especially if the installation has been altered. Check your lease and your managing agent’s requirements.

That depends on the lease. Many leases make the landlord responsible at the start and the tenant for any alterations they make, but terms differ. Read the clause, ask the landlord for existing certificates, and have your attorney confirm anything unclear before you sign.

A fixed gas installation, including pipework, fixed appliances and cylinder positions, needs a gas certificate of conformity from an authorised person registered with LPGAS. Portable appliances are not covered. Commercial kitchens with gas should hold a current certificate and check whether the lease or insurer sets additional conditions.

Yes, once the installation tests correctly. Age alone does not cause a failure, but faults such as missing earth leakage protection, poor bonding or unsafe additions must be fixed first. A pre-inspection walk-through lets you plan and price the repairs before the formal inspection.

New or altered work needs a certificate for that work under regulation 7(4), and the overall certificate must still be no older than two years at transfer. If you renovated after the last inspection, tell the inspector so the new work is tested and certified.

The certificate states that the installation complies. The test report records the results of the inspection and tests, such as earth continuity, insulation resistance and earth leakage operation. The regulations expect the certificate to be accompanied by the test report, so ask for both.

Testing generally needs the supply switched off at the board for a time, so tenants should be warned and sensitive equipment shut down. Tell the inspector about medical equipment or fridges, and agree access to the board, roof space and meter box beforehand.

Do I need a COC to sell my apartment or house in Green Point?

Yes. An Electrical Certificate of Compliance is a legal requirement for every property sale in South Africa, and Plumbing, Gas and Electric Fence COCs are also required where those installations are present. We can issue all four for your Green Point property transfer.


Does the sea air affect a compliance inspection in Green Point?

Yes. Green Point’s coastal position means outdoor electrical fittings, DB boxes and geyser connections corrode faster than they would further inland. This is one of the most common issues we pick up during Green Point inspections and correct before issuing the certificate.


I’m renting out a flat near the stadium or the park — do I need a COC?

What happens if my property in Green Point doesn’t pass the compliance inspection?

If any part of the installation doesn’t meet SANS 10142-1 standards, we provide a written schedule of defects with a clear, itemised quote to fix them. Does a Certificate of Compliance cover my geyser, stove and other appliances in Green Point?

A COC covers the fixed electrical installation — wiring, distribution boards, earthing, and the points appliances connect to — rather than the appliances themselves. So your geyser’s wiring, isolator switch and earthing are inspected, but a faulty geyser element or stove isn’t part of the COC. If you’d like your Green Point property’s appliances tested at the same time, we’re happy to check those during the same visit.


Do I need a separate Certificate of Compliance for a granny flat or flatlet in Green Point?

Yes — any self-contained flatlet, granny flat or cottage with its own electrical connection needs to be included in the compliance inspection, even if it shares a meter with the main house.
