What a Tokai Sale or Rental Needs, Property by Property

The final word rests with your offer to purchase, your bond provider and your insurer. What Postwar Tokai Houses Tend to Fail On
Tokai was developed from the late 1940s, so a good share of its homes are old enough to have collected faults over the decades. The usual findings are listed below, with the standard remedy.
Electrical
- No earth leakage, or a unit that does not trip. A tested device is fitted.
- An original board with rewireable fuses or mixed parts. Usually replaced.
- Sockets with a missing earth or reversed polarity. The socket is rewired and cracked faceplates replaced.
- Garage conversions and do-it-yourself additions. Made compliant or removed.
- Missing bonding on metal pipes. Bonded to the earth.
Plumbing and gas
- Leaking taps and fittings, and a water meter that moves when everything is closed.
- A geyser installation that does not meet the checklist, including its valves and pipework.
- Stormwater connected to the sewer, and cross-connections between supplies.
- Gas cylinders in the wrong place, missing isolating valves or poor ventilation.
A failed inspection is a list of defects, not the end of the transfer. You can repair with the same company, get another quote or use your own tradesperson, and the installation is retested before the certificate is issued.
The Water Installation Certificate in Tokai
In Cape Town, the water installation must be certified when a property changes hands. The City requires a registered plumber to do the inspection, and your conveyancing attorney sends the certificate to the Water and Sanitation Directorate. For a Tokai seller it is as much a part of the process as the electrical certificate.
The plumber’s checklist covers the hot water cylinder installation, the water meter, terminal fittings such as taps, stormwater, cross-connections and pipe supports. The City’s form has been revised over the years, so rely on the plumber for the current version. Thermo Group has registered plumbers and is a member of the Institute of Plumbing South Africa. Because the water certificate is tied to the transfer, it is a fresh requirement for each sale. A certificate from a previous owner’s sale does not carry over.
Townhouses, Apartments and Estate Units
If you are selling a unit, your obligation covers the installation inside it, and the body corporate looks after common property. Before you book an inspection:
- Find the unit’s distribution board, geyser and water meter, and arrange access to each.
- Ask the managing agent for any complex-wide certificates, such as those for shared gates or boundary fences.
- Read the sale agreement for the list of certificates and the dates by which they are due.
- Tell the security office to expect the inspector, if the complex or estate has controlled access.
A bond provider or insurer may ask for extra documents, so confirm with your conveyancer early.
Landlords and Rental Properties in Tokai
Regulation 7(1) of the Electrical Installation Regulations puts the duty on the user or lessor of an installation to hold a valid certificate. A lease can shift responsibility for the installation to a tenant, but a tenant should ask to see a valid certificate first. A landlord is safest holding a current certificate before a tenant moves in.
- Garden cottages and flatlets. Make sure the certificate describes the cottage and its sub-board, not just the main house.
- Gas and fences. If a rented property has a gas installation or electric fence, those have their own certificates.
- Disclosure. The Property Practitioners Act also requires a seller or lessor to complete a mandatory disclosure form listing known defects, and that is separate from the certificates themselves.
Keep a copy of every certificate with the lease file, along with the inspection report and the test results that came with it.
Dates That Catch Sellers Out
Most transfer delays trace back to paperwork dates, not to faults. Check each of these before the conveyancer lodges.
- Electrical certificate. Under regulation 7(5), ownership cannot change hands on an electrical certificate that is more than two years old. If you altered anything after the inspection, regulation 7(4) calls for a new certificate for that work.
- Water certificate. It belongs to the transfer in question and cannot be reused.
- Beetle certificate. It is a contractual document, and banks and sale agreements commonly expect a recent one. Confirm the acceptable age with the conveyancer.
- Gas and fence certificates. Sources differ on whether new ones are needed for every sale, so check the position in your contract with your conveyancer.
Other common delays are locked areas that the inspector cannot reach, repairs that wait for a quote to be accepted, and original certificates that have been lost. Give access to every board, geyser cupboard, outbuilding and gate motor, and tell the inspector about every installation.
Fake Certificates, Verification and Who Issues Ours
The Department of Employment and Labour issued a public warning about impostors who pass themselves off as registered electrical contractors. Check that an electrical certificate names the registered person and gives their registration details, and that it has a unique number, your address, the date and a test report attached. Be careful with a certificate offered without a visit, a very low price or a promise of same-day sign-off without testing.

Compliance Certificates Tokai: More Questions Answered
Usually yes. The City of Cape Town expects the water installation to be certified on transfer, in addition to the electrical certificate. A City-registered plumber carries out the inspection and the conveyancer lodges the certificate. Check your offer to purchase for any other certificates the buyer requires.
In most standard agreements the seller arranges and pays, but the legal position is not fixed. The Electrical Installation Regulations put the obligation on the owner as user or lessor, and the offer to purchase then sets out who arranges and who pays. Parties can agree otherwise, so read the clause.
Only if the offer to purchase or the bond provider asks for one. Beetle certificates are not required by legislation, but they are customary in the Western Cape. The inspector should be registered with SAPCA, the South African Pest Control Association. Ask your conveyancer how recent the certificate has to be.
If there is a fixed gas installation, with pipework and a fixed appliance, a gas certificate of conformity is normally expected at sale. It must be issued by an authorised person registered with LPGAS. Portable appliances such as a gas braai are not covered. Confirm the requirement with your conveyancer.
Access to every distribution board, the geyser, the water meter, the roof space if possible, outbuildings and any gate motors or fence energisers. Have keys and gate codes ready, tell the inspector about every installation, and expect a short power interruption, because testing generally needs the supply switched off.
Not if it is more than two years old at transfer, because regulation 7(5) does not allow the change of ownership. If you have added or altered anything since, regulation 7(4) calls for a new certificate for that work. A fresh water certificate is needed with each transfer.
They can, if the inspection is booked late. A failed inspection is a list of defects, and each has a standard remedy, but the work still takes time to quote, approve and complete. Booking before you list gives you room to repair, compare quotes or negotiate with the buyer.
Regulation 7(1) requires the user or lessor to hold a valid certificate, so a landlord without one is not compliant. Insurers and tenants may also ask for it. The safest course is to hold a current certificate, covering any cottage, before the tenant moves in.

Do I need a COC to sell my house in Tokai?
Yes. An Electrical Certificate of Compliance is a legal requirement for every property sale in South Africa, and Plumbing, Gas and Electric Fence COCs are also required where those installations are present. We can issue all four for your Tokai property transfer.
My property backs onto the forest or a wine estate — does that affect the inspection?
It can. Homes bordering Tokai Forest and the surrounding estates often have larger grounds with outbuildings, pump houses and irrigation electrics that also need to be covered, not just the main house. We make sure every structure and circuit on the property is included before issuing the certificate.
I live in one of Tokai’s newer security estates — is the process any different?
Not fundamentally, though estate access and body corporate or HOA sign-off can add a step. We’re used to coordinating inspection times with Tokai’s estate security and management offices so the process runs smoothly.
Do you also certify solar installations in Tokai?
Yes. We issue Solar Certificates of Compliance alongside standard electrical COCs, and we also maintain and fault-find solar systems that need servicing — installed by us or by another company.
How long is a Certificate of Compliance valid, and how quickly can you issue one?
A COC has no fixed expiry but should be renewed whenever significant electrical work is done, or roughly every two years for a rental property. Most Tokai inspections are completed and the certificate issued within a few working days, sooner if no remedial work is needed.
What happens if my property in Tokai doesn’t pass the compliance inspection?
If any part of the installation doesn’t meet SANS 10142-1 standards, we provide a written schedule of defects with a clear, itemised quote to fix them. Once the repairs are done, we re-inspect your Tokai property at no extra call-out charge and issue the Certificate of Compliance as soon as it passes.
Does a Certificate of Compliance cover my geyser, stove and other appliances in Tokai?
A COC covers the fixed electrical installation — wiring, distribution boards, earthing, and the points appliances connect to — rather than the appliances themselves. So your geyser’s wiring, isolator switch and earthing are inspected, but a faulty geyser element or stove isn’t part of the COC. If you’d like your Tokai property’s appliances tested at the same time, we’re happy to check those during the same visit.
Do I need a separate Certificate of Compliance for a granny flat or flatlet in Tokai?
Yes — any self-contained flatlet, granny flat or cottage with its own electrical connection needs to be included in the compliance inspection, even if it shares a meter with the main house. We check the sub-circuit, isolator and earthing for the flatlet as part of the same Tokai COC visit, so you get one certificate covering the whole property.
