A village with farms, estates and rentals around it
Sir Lowry’s Pass Village sits below the Hottentots Holland mountains, roughly 60 km from the city centre, within the City of Cape Town. It has been a settlement for well over a century, with farms, a railway line and, more recently, newer estates and wine farms nearby. That blend produces a property market with several kinds of buyers and sellers: families in the village, investors with rental houses, and owners of larger plots, cottages and farm buildings.
When any of those properties is sold, the law requires a valid Electrical Certificate of Compliance, so the transfer cannot be finalised without one. Landlords and letting agents commonly ask for a current certificate before a tenant moves in, and insurers often want to see one when issuing or renewing cover, especially on buildings that are older or far from emergency services.
Owners of guest cottages and holiday lets should also keep a certificate on file. Booking platforms, insurers and agents may all ask for proof, and having the paperwork up to date is easier than scrambling when a request arrives.
What inspections near the mountain usually reveal
Properties here have wide variations in age and layout, and the climate leaves its own marks. Typical findings include:
- Outdoor boxes, lights and sockets damaged by damp, wind-driven rain or insects
- Farm and outbuilding circuits supplied by long, thin or unprotected cable
- Extensions to older houses powered informally from the nearest socket
- Boards with no earth leakage protection or with devices that fail to trip on test
- Pump, gate and fence supplies connected without proper isolation or labelling
Older houses and farm buildings often have exposed roof timbers, which is why buyers, banks or agents sometimes ask for a beetle certificate alongside the electrical one. We can arrange that inspection on request. If the property has an electric fence, it needs its own certificate, and the same is true of gas installations, so mention them when you book.

After the inspection, we explain what failed, quote the repairs separately and wait for your approval. When the installation has been corrected and retested, Thermo Compliance issues the certificate your conveyancer, agent, landlord or insurer needs.
If you live elsewhere and are selling a family property in the area, a key holder or agent can let us in and we will report by phone or email, so you do not have to travel just for an inspection.
Estates and holiday properties raise another point. A house that stands empty for part of the year, or is run by a caretaker, can develop faults that nobody notices until the next visit. An inspection before a sale or before the season starts is a sensible way to find loose connections, damp damage or a board that is no longer protecting the circuits it should.
If you are buying here, it is worth asking the seller for the current certificate early, and for any earlier reports on pumps, gates or fences. If none exists, you can commission an inspection yourself before you sign. That gives you a realistic idea of the repair cost and a stronger position when negotiating on price, particularly for older houses and larger plots with several buildings.
Body corporates and small estate committees in the area can also ask us to inspect shared lighting, gate motors and pump circuits, and to report separately from the individual owners’ certificates.

Do I need an Electrical COC to sell a house in Sir Lowry’s Pass Village?
Yes. The law requires an Electrical Certificate of Compliance when a property is sold, so the conveyancer will ask for it. Booking an inspection before listing leaves time for repairs without delaying transfer.
Does a farm cottage or outbuilding need its own certificate?
The certificate covers the electrical installation on the property, so tell us about every cottage, shed, pump and gate supply when you book. Each part is inspected and the report notes what was covered.
We have an electric fence around the plot. Is that included?
Electric fences need their own certificate, separate from the electrical COC. Thermo Compliance can arrange both together, which saves a second visit and gives you one combined quote.
The house has exposed timber roof beams. Should I get a beetle certificate?
A buyer, bank or agent may ask for one on an older house. Thermo Compliance can arrange the inspection with the electrical visit, so access only needs to be arranged once.
I rent out a guest cottage. Is a certificate necessary?
A current certificate is commonly requested by agents, insurers and booking platforms, and it is legally required if you sell. Keeping one on file avoids last-minute delays when someone asks for proof.
Can you inspect when I live in another city?
Yes. Leave a key holder or agent and we will inspect, then report by phone or email. We quote any repairs separately and only proceed once you have approved them.
What does a long cable run to an outbuilding have to do with the inspection?
Undersized or unprotected cable can overheat and cause voltage drop. We test the supply to outbuildings and pumps, and if the cable or protection is inadequate we repair it before certifying the installation.
Is there a call-out fee or obligation when I ask for a quote?
There is no call-out fee and no obligation. The final price depends on the size of the property and the repairs required, so we quote once we know the scope.
