Because regulation 7(5) blocks a change of ownership on an electrical certificate older than two years, an old certificate must be renewed before transfer even if nothing has changed. Water certificates in Cape Town are tied to the transfer. Gas has no fixed validity period in the regulations, and a beetle certificate’s acceptable age depends on the agreement and the bank.
Heritage and repairs
Bringing an older house into compliance can mean replacing boards, sockets and fittings. The City says buildings older than 60 years are protected, and that work changing their appearance needs permission from Heritage Western Cape. Internal electrical repairs normally do not alter appearance, but external conduit, meter boxes and fixings to a street elevation could. Check before anything is fixed to the outside of a protected building, so the repair does not become a separate problem during the sale.

Gas, Electric Fence and Beetle Certificates for Rondebosch Properties
