Small suburb, busy property market
Three Anchor Bay covers a very small patch of the Atlantic Seaboard, but a large share of its housing is rented or traded. Most of it is apartments overlooking the ocean, with a few restored Victorian houses scattered among them. Because people value the location, owners sell, investors buy and tenants rotate, which means the same paperwork keeps arriving at the same desks: estate agents, conveyancers, letting agents and managing agents.
An Electrical Certificate of Compliance is legally required when a property is sold, so the sale cannot finish without it. Landlords and letting agents often ask for one before a lease begins, and insurers commonly request it when a policy is renewed or a claim involves electrical damage. If you are about to put a place on the market, getting the certificate sorted first removes one cause of delay.
For sectional-title owners, the certificate applies to the wiring inside your own section. Risers, shared boards and communal lighting are the body corporate’s business. We note this on site so that a buyer’s questions about common property can be directed where they belong.
What inspectors tend to find along this stretch of coast
The housing mix produces two quite different sets of findings. In the apartment blocks, we regularly see boards that have been added to by several electricians, circuits installed for air-conditioning or hobs without proper breakers, and balcony fittings that have suffered from salt and rain. Unlabelled boards are another frequent problem, since a certificate needs the inspector to know what each breaker controls.
In the older houses the issues are different:
- Previous renovations that left old cabling connected behind new walls
- Roof-space wiring with damaged insulation or no protection from rodents
- Boards with ageing fuses, no earth leakage protection or poor earthing
- Extensions that were run from the nearest socket instead of their own circuit
- Outbuildings and garden lights supplied by cables that are not rated for outdoor use
Because older timber roofs and floors are part of the charm of a Victorian house, a buyer or their bank may also ask for a beetle inspection. We can arrange that alongside the electrical work when it is requested.

Access can be the most time-consuming part of an inspection in a block of flats. If a managing agent controls entry or the unit is tenanted, tell us when you book and we can coordinate with them directly, so the tenant gets proper notice and nobody waits at the door.
An electrician then inspects and tests the installation. We list anything that fails, quote the repair separately and wait for your decision. Once it is rectified and retested, Thermo Compliance issues the certificate for your agent or conveyancer.
Because the transfer date is usually fixed, we recommend booking before an offer is accepted where possible. That leaves room to repair a fault without panic and still get the paperwork to your conveyancer on time. Gas hobs and braai points can be included on the same visit, so mention them when you phone.
Owners who inherit or take over a property here sometimes assume that an old certificate is still good. In practice, a conveyancer or insurer will want to be sure it reflects the installation as it stands today. If a kitchen was fitted, a new board installed or a granny flat wired since the last inspection, a fresh visit is the cleanest way to avoid questions later.
Body corporates in the suburb can also make use of an inspection. If trustees are weighing up the condition of common-area lighting, pumps and garage motors, we can report on them separately from any individual unit, which keeps the owners’ certificates and the scheme’s maintenance planning neatly apart.

Do I need a COC to sell a flat in Three Anchor Bay?
Yes. An Electrical Certificate of Compliance is legally required when a property is sold, and your conveyancer will ask for it. Booking the inspection before you accept an offer leaves time to repair anything that fails.
My Victorian house has been renovated. Will it pass?
It depends on what the renovations left behind. We commonly find old cabling still connected, boards without earth leakage protection and extensions fed from nearby sockets. Those are fixable, and we retest before issuing the certificate.
Does a body corporate cover my certificate?
No. Your certificate covers the installation inside your section. The body corporate is responsible for risers, common boards and communal lighting. If a buyer asks about those, the managing agent should respond.
Can you inspect while my tenant is living there?
Yes, with proper notice. Give us the tenant’s or agent’s details and we will arrange a convenient time. The inspection takes place in the unit, so the tenant must allow access to the DB board and main rooms.
Will you also check for borer beetle in an older house?
Thermo Compliance can arrange a beetle certificate alongside the electrical one if a buyer, bank or agent requests it. It is a separate inspection of timber roofs and floors, so mention it when you book.
What if a flat’s board is unlabelled?
An unlabelled board makes inspection slower and can cause a fail until circuits are identified. We trace and label each breaker as part of the repair, so the next owner, tenant or electrician can see what controls what.
Can I get gas and electrical certificates in one visit?
Where your property has a gas hob, heater or braai point, we can arrange the gas certificate with the electrical one. It saves you arranging access twice and lets us give you a single combined quote.
