Thermo Compliance is a division of Thermo Group that specialises in Electrical, Plumbing, Gas, Beetle, Electric Fence & Solar Certificates of Compliance (COC) for De Waterkant and the surrounding areas. We issue Cape compliance certificates for electrical, plumbing, gas, electric fence, beetle and solar inspections.
Buying, selling or letting in De Waterkant means dealing with buildings that have seen many owners and many renovations. Thermo Compliance, a division of Thermo Group, inspects cottages, lofts, apartments and commercial premises, repairs what fails and issues the Electrical Certificate of Compliance. Where a property has gas appliances, an electric fence or old timber roofing, we can arrange gas, electric fence and beetle certificates too.

Electrical COC
Full DB board, earthing, wiring and earth-leakage inspection for sales, rentals and insurance.
Plumbing (Water) COC
Pipework, fittings and water installation compliance for property transfers.
Gas COC

Electric Fence COC
Perimeter electric fence and energiser compliance for security installations.
Heritage streets, modern paperwork
De Waterkant is a small, walkable part of the City Bowl, directly below Bo-Kaap and beside the central business district. Its restored cottages, terraces and converted buildings are in demand with local buyers, overseas investors and people who run guesthouses or holiday lets. Properties here turn over regularly, and every change of hands brings the same set of documents: an offer, a conveyancer, an agent and a certificate of compliance.
An Electrical Certificate of Compliance is legally required when a property is sold, so the transfer cannot be completed without one. Insurers commonly ask for it as well, particularly on older buildings, and landlords and letting agents often want a current certificate before a tenant moves in. Guesthouse owners and commercial landlords may also be asked for one when leases or insurance policies are renewed.
Many properties in the village are sectional title or form part of a shared building. The certificate covers the installation in your own section. Common supply, shared boards and lighting in passages or stairwells belong to the body corporate.
What gets flagged in old buildings that have been restored
Restoration can make a building look fresh without changing what is behind the walls. Thick masonry, timber floors and plastered ceilings make it easy for earlier work to be hidden, so inspectors tend to look closely at boards and junctions. Typical findings in De Waterkant style properties include:
- Old cabling spliced into new circuits above ceilings or behind cupboards
- Distribution boards with no earth leakage protection or no spare capacity
- Bathrooms and kitchens added later without suitably protected circuits
- Rooftop or courtyard lighting fed by cable that is not rated for the weather
- Several generations of labelling, or none, making it hard to tell what is what
Guesthouses and small commercial units have extra items to consider. Emergency or security lighting, extraction in kitchens and the loading on shared boards can all affect whether an installation can be certified. None of this is unusual, and we would rather explain a problem and offer a repair than simply mark a form as failed.
Getting the certificate arranged without fuss
Call 021 203 5337 or use the form on this page. Tell us whether the property is vacant, tenanted or operating as a business, who holds the keys and when the transfer or lease date falls. A There is no call-out fee and no obligation when you ask for a quote.
Streets in the village are narrow, and parking is limited. If access to the building involves a gate, an intercom or a managing agent, mention it when you book so that our electrician can arrive without delay and, if necessary, we can plan the visit for a quieter time.
After the inspection, we tell you what failed, quote the repairs separately and wait for your decision. Once everything has been fixed and retested, Thermo Compliance issues the certificate. For older buildings with timber roofs or floors, a beetle inspection can be arranged on request, and if the property has a gas hob or a braai, we can handle that certificate in the same visit.
Owners who are not in Cape Town can leave a key holder or agent with us, and we will report by phone or email. That keeps a sale moving without a special trip.
Investors buying in the area for short-term letting should think about the certificate early. Platforms, agents and insurers each have their own expectations, and a recent certificate makes it easier to answer them. If you plan to convert a cottage into several rooms, or add a kitchenette to a studio, have the new circuits checked as soon as the work is done, because adding load to an existing board is exactly where hidden problems tend to appear.
Finally, if a previous contractor left paperwork behind, bring it along. Old certificates, board diagrams and notes about earlier repairs do not replace an inspection, but they help our electrician understand how the building has been altered and where to look first.

⭐⭐⭐⭐⭐ Excellent Service from Thermo Group! I had a wonderful experience with Thermo Group when I needed electrical issues fixed at my home. From the very beginning, the service was excellent. Nikita, the office administrator who assisted me with booking the job, was incredibly helpful, friendly and professional. She made the booking process smooth and effortless. Warwick, the technician who attended to the electrical issues, was equally impressive. He was professional, knowledgeable and efficient, and I truly appreciated the service he provided. It's refreshing to deal with a company that values its customers and delivers such great service from the office right through to the technical team. A big thank you to Nikita, Warwick and the entire Thermo Group team! I would highly recommend their services to anyone looking for reliable and professional assistance. Thermo Group delivered exceptional service from start to finish. From my first contact with Nikita who listened to me & responded urgently, to the electricians Alfred and Phato who arrived promptly, quickly found the problem and returned over the weekend to make repairs at short notice and even waited without complaint for 2 hours for the municipal contractor, to Warwick who was available around the clock and went above and beyond to check in with me and to get the City to restore my power after it simply closed my case after 6 hours. The team’s professionalism, clear communication and follow-through, genuine care and support are rare. I highly recommend Thema Group.Posted on Google![]()

On 24 September 2026 Russel and his team (Ebrahim, Michael and Alfred) visited us and went through the various areas of their expertise. We found them to be very pleasant and knowledgeable in their respective fields. It was a real pleasure having them carry out the COC.
Is an Electrical COC compulsory when I sell my De Waterkant cottage?
Yes. An Electrical Certificate of Compliance is legally required when a property is sold, so your conveyancer will ask for it. Booking an inspection before accepting an offer leaves time to repair any defects without delaying transfer.
My cottage has been beautifully restored. Will it still need repairs?
Often some. Restoration improves the finish but can leave old cabling, spliced junctions or boards without earth leakage protection behind the walls. We test the whole installation and repair anything that fails before we issue the certificate.
I run a guesthouse. Does the certificate cover all the rooms?
Yes, the certificate covers the entire installation on your premises, including room circuits, lighting and any bathroom wiring. Tell us about emergency lighting or extraction when you book so we can inspect everything in a single visit.
Who is responsible for shared stairwell lighting?
In a sectional-title or shared building, communal lighting, risers and boards fall to the body corporate. Your certificate covers the installation inside your own section, so a buyer’s questions about common areas should go to the managing agent.
Can you work around a tight street and limited parking?
Yes. We plan the visit with access in mind, allow time for parking and gate entry, and coordinate with the managing agent where needed. Letting us know in advance helps us bring the right tools and keep the visit short.
Do you also arrange beetle certificates for older roofs?
Thermo Compliance can arrange a beetle certificate alongside the electrical one if a buyer, bank or agent requests it. It is a separate inspection of exposed timber, so mention it when you phone and we will book it together.
I live overseas. How does the inspection work?
Leave a key holder or letting agent with us and we will do the inspection, then report by email or phone. Any repairs are quoted separately and carried out only after you approve them, so you stay in control remotely.
Is there a call-out fee for the inspection quote?
No. There is no call-out fee and no obligation when you ask for a quote. The final price depends on the size of the property and the repairs needed, so we quote after we know the scope.
