Old houses, long ownership and the paperwork that follows

Bo-Kaap is among the oldest residential neighbourhoods in Cape Town, with homes that go back to the eighteenth century and have often been in the same family for generations. That history shapes what happens when a property is transferred. A house may be sold after an owner’s passing, divided among relatives, or bought by someone who wants a historic home on the slopes of Signal Hill. Whatever the reason, the transfer cannot be completed without a valid Electrical Certificate of Compliance, because the law requires one when a property is sold.

Banks, insurers and letting agents have their own interest. A buyer taking out a home loan may be asked to provide proof of compliance, an insurer may want to see it when a policy is issued, and agents or landlords commonly ask for one before they let a house or room. Having a certificate ready, or knowing what repairs are needed, protects both sides of the deal.

Most Bo-Kaap properties are freehold houses, although some are semi-detached or converted into flats. Either way, the certificate covers the electrical installation on the property: the board, the circuits, the sockets and lights, and any outbuildings or external lighting connected to the supply.

What inspections in older, compact houses usually reveal

Houses of this age have often had electricity added in stages over a long time. That leaves a patchwork of work done by different people at different times. The problems we find most often include:

  • Old cloth or rubber-insulated cable still connected somewhere in the installation
  • Fuse boards, or boards with no earth leakage protection
  • Circuits shared between kitchens, bedrooms and heaters because no one added new ones
  • Sockets and lights affected by damp where flat roofs or old walls have leaked
  • Cables run along skirtings or roof beams without proper support or protection

None of these should discourage a seller, because most can be repaired in a reasonable time. We would rather help you understand what is needed than simply fail an installation and leave you guessing. Where the roof timbers or floors are original, a buyer or bank may also request a beetle certificate, and we can arrange that on request.

A separate room often means a new circuit, a new socket outlet or a heater, and those additions are precisely what an inspector will want to see done properly, with a breaker of the right size and earth leakage protection in place. Doing it once, correctly, is cheaper and safer than fixing it after a fault.

Guesthouse owners in the area should keep a current certificate on file for the same reason. Insurers and booking platforms may ask for it, and having it to hand avoids delays.

We are selling a family house in Bo-Kaap. Do we need a COC?

Yes. The law requires an Electrical Certificate of Compliance when a property is sold, so the conveyancer will not complete the transfer without one. Booking the inspection early gives time to repair any defects before an offer is signed.

The owner has passed away and relatives are in different cities. How do we arrange this?

Tell us who holds the keys and who has authority to approve work. We inspect, send the findings by phone or email, quote repairs separately and only proceed once the right person has agreed. That keeps things clear for everyone.

Will old wiring automatically fail?

Not automatically, but cloth or rubber-insulated cable, missing earth leakage protection and overloaded circuits are common reasons for failure. We test insulation and continuity, then explain what must be repaired and what is acceptable as it stands.

Can damp from a flat roof affect the certificate?

Yes. Damp can damage sockets, junctions and ceiling lights, and an inspector cannot pass an installation with wet or corroded connections. We repair the electrical damage, but you will also need a roofer to fix the leak itself.

Does my bank or insurer need a certificate for a historic house?

Banks and insurers commonly ask for one, and a sale legally requires it. Requirements differ between institutions, so check with yours. We can issue the certificate once the installation has passed inspection and any repairs are complete.

Should I get a beetle certificate as well?

If the roof timbers or floors are original, a buyer, bank or agent may ask for one. Thermo Compliance can arrange the inspection with the electrical visit, so you only need to arrange access once.

Does heritage status change the electrical inspection?

The inspection itself is the same, but repairs that alter the exterior, such as a meter box or street-facing light, may need heritage approval from the City. We advise on the electrical side and flag anything that could need permission.

Is there a call-out fee for a quote?

No. There is no call-out fee and no obligation when you ask for a quote. The final price depends on the house size and the repairs required, so we give a firm quote once we have seen the installation.
