When exactly must I have an Electrical COC for my Eden on the Bay apartment?

Not necessarily. Conveyancers and agents may want a recent one, and any alterations since the last inspection could affect whether it still reflects the installation. If you have renovated or changed the board, a fresh inspection is the safest route.
