Apartments, Sectional Title Houses and Estate Homes: Who Holds Which Certificate
Property guides place apartments on the beachfront, sectional title homes and flats in the Big Bay and Eden on the Bay areas, and bigger houses further back from the sea. The type of title decides who must produce which document.

Estates, Body Corporates and the Transfer Process
Big Bay has several secure residential estates that were built over about fifteen years and run back into the dunes. A sale in an estate or a scheme normally involves a further layer of paperwork, handled by a managing agent or the association, on top of the compliance certificates.

- At mandate. List every installation on the property, from gas and fencing to a granny flat or inverter, and book inspections as soon as you decide to sell.
- At offer. Find out which certificates the agreement names, who must arrange them and the deadline. Ask your agent or conveyancer to clarify anything vague in writing.

The electrical certificate’s shelf life
Look at the issue date before the conveyancer lodges anything. Under regulation 7(5) of the Electrical Installation Regulations, a transfer cannot proceed if that certificate is more than two years old, which matters for a sale that drags on.
Holiday Lets and Long-Term Rentals in Bloubergstrand

Gas, Electric Fence and Beetle: How Bloubergstrand Buyers and Sellers Should Handle Them
Three of the certificates work differently from the electrical one, and the differences cause most of the confusion at transfer.
Gas
Gas installations need a certificate of conformity under regulation 17(3) of the Pressure Equipment Regulations, signed off by an authorised person registered with LPGAS. The inspection looks at fixed pipework, fixed appliances and where cylinders are placed. A portable gas braai is outside its scope. Electric fence
Regulation 12 of the Electrical Machinery Regulations, 2011 governs electric fences put up or altered after 1 October 2012, and the warning signs are part of what is checked. Beetle
No statute demands a beetle certificate. The requirement arises from your sale agreement, and it is the norm along the Western Cape coast. Use an inspector registered with the South African Pest Control Association. A voetstoots clause will not shield a seller who knew of an infestation and kept quiet. Booking Bloubergstrand Inspections and Spotting a Fake Certificate
Before the inspector arrives, give access to every board, garage, outbuilding, geyser cupboard, gate motor and meter box. Mention every installation, including the pool pump, any solar or inverter system and a granny flat. Usually you need the electrical and water certificates for your unit, and the association or managing agent supplies the common-property documents. Because the offer to purchase decides which certificates apply, check its compliance clauses and ask the managing agent which shared certificates the scheme holds.
Yes, and it is sensible to ask. Check that each certificate matches what is actually installed, and that the dates will still be acceptable on the transfer date. If repairs are agreed, write them into the agreement rather than relying on a verbal promise.
The electrical certificate requirement is the same, because it applies to the installation and the lessor. Insurers and body corporates may also ask for it, and may have their own rules for short-term letting, so check your policy and the scheme rules for the apartment.

Do I need a COC to sell my property in Bloubergstrand?
Yes. An Electrical Certificate of Compliance (COC) — also known as an electrical clearance certificate — is a legal requirement for every property sale in South Africa, and Plumbing, Gas and Electric Fence COCs are also required where those installations are present. We can issue all four for your Bloubergstrand property transfer, however substantial the installation.
