Why certificates matter on the Blouberg shoreline

Dolphin Beach is a sea-facing apartment development on Marine Drive, in the Table View and Bloubergstrand part of the Blaauwberg coast. Properties like this move through several hands: owners who sell, investors who let units to tenants, and holiday letting operators who rotate guests through every few days. In each case somebody eventually asks for proof that the electrics are safe.

An Electrical Certificate of Compliance is legally required when a property is sold, so conveyancers and estate agents will not move a transfer forward without it. Insurers frequently want one as well, particularly after a claim for fire or water damage, and landlords and letting agents commonly insist on a current certificate before a new tenant takes the keys.

What inspections on the beachfront tend to find

Coastal conditions leave their mark on electrical installations. Salt-laden air attacks metal parts, so inspectors often find corroded terminals, rusted enclosures, sticky isolators and weathered balcony fittings. Fine wind-blown sand and damp can also get into outdoor sockets and external lighting, which is where insulation and earth continuity problems tend to appear first.

Beyond the weather, the usual list of faults shows up in apartments that have been renovated over the years:

  • Distribution boards with no earth leakage protection, or with a device that no longer trips when tested
  • Missing or mislabelled circuits after kitchen or bathroom upgrades
  • Loose connections, damaged cable insulation or overloaded plugs and extension leads
  • Unsafe do-it-yourself additions, such as spliced cables with no enclosure or lights wired from the wrong circuit
  • Inverters or backup systems connected without a separate, correctly protected circuit

None of these are unusual, and most can be corrected quickly. What matters is that the fault is repaired and retested before a certificate is signed, rather than noted on a form and ignored.

Once the installation passes, Thermo Compliance issues the certificate that your agent, conveyancer, insurer or landlord needs.

If you are a managing agent looking after several apartments in the complex, tell us up front. Grouping inspections can save you from arranging access repeatedly, and we can report on each unit in a consistent format. Where a unit has a gas hob or braai point, or a gas installation, we can include the matching certificate, and if the unit has timber features such as decks or roof beams, a beetle inspection can be added on request.

Because the transfer date is usually fixed, it is worth booking the inspection early. That leaves time to repair any defects and still get the certificate to your conveyancer without a last-minute scramble.

One more practical point for owners who live overseas or elsewhere in the country: you do not need to be in Cape Town for the inspection. Arrange a key holder or the managing agent to let our electrician in, and we will report back by phone or email with the result. That is often the quickest way to keep a sale on schedule when the owner is not nearby.

Do I need an Electrical COC to sell my Dolphin Beach apartment?

Yes. An Electrical Certificate of Compliance is legally required when a property is sold. Your estate agent and conveyancer will ask for it, so it is sensible to book the inspection before the property is listed or an offer is accepted.

Does the certificate cover the whole building or only my unit?

In a sectional-title complex, the certificate covers the electrical installation inside your own section. Common-area wiring, risers and shared boards belong to the body corporate, so ask your managing agent about those separately if a buyer raises questions.

My apartment is let to tenants. Who arranges the COC?

The owner normally arranges it, because landlords and letting agents commonly require a valid certificate before a lease starts. Give us the tenant or agent contact and we can arrange access, so the inspection is booked around their schedule.

What happens if my unit fails the inspection?

We explain what failed and quote the repair separately. Typical fixes include replacing a corroded isolator, adding earth leakage protection or tidying unsafe wiring. Once it is corrected and retested, we issue the certificate. No repair goes ahead without your approval.

Can salt air really cause a failed certificate?

It can. Corroded terminals, rusted enclosures and damp outdoor sockets are common beachfront defects, and an inspector cannot pass an installation with poor connections or compromised earthing. Replacing the affected fitting usually clears the problem quickly.

I run an inverter during load-shedding. Will that affect the COC?

It can if the inverter is connected informally. A backup system should feed its own protected circuit with correct labelling. If yours is not set up that way, we can correct it during the inspection so the installation can be certified.
