Stellenbosch has a Mediterranean climate, with hot, dry summers and cool, wet winters, and it sits among ridges and mountains that shape both wind and shading. Thatch is unsuited to roof-mounted panels because of fire risk, and asbestos-cement roofs need specialist advice because regulations restrict drilling and cutting. Stellenbosch Municipality’s Own Process for Connecting Solar
Stellenbosch has its own municipality, which is separate from the City of Cape Town. That matters for solar, because registration and approval of grid-connected systems is handled by the municipality that supplies your electricity, and its rules and forms are its own. Do not assume that the City’s process, forms or inverter list apply here.
The municipality publishes its own guidelines for installing small-scale embedded generation, an application form and a list of approved inverters on its website. Earlier published guidance from the municipality stressed applying for and receiving written approval before buying equipment, using approved inverters, commissioning by a registered professional, a Certificate of Compliance and the disconnection of systems that are connected without approval. These documents are revised from time to time, so check the municipality’s current requirement before design, and ask your installer to confirm it in writing.
- Confirm who supplies your electricity. If your account is with Stellenbosch Municipality, its process applies. Some properties on the outskirts may be supplied by another body, which changes the route.
- Get approval before you buy. Do not pay for equipment until you know the application will be accepted.
- Use equipment the municipality accepts. Check the inverter against the municipality’s current approved list.
- Commission and certify. The installation is tested, a Certificate of Compliance is issued and the commissioning paperwork goes to the municipality.
- Do not switch on early. Wait for the municipality’s go-ahead.

The historic core of Stellenbosch, with Dorp Street and Church Street at its heart, is full of Cape Dutch, Georgian and Victorian buildings, and the municipality itself points to its well-preserved historic town centre and oak-lined streets. Some properties in this area sit within heritage protection, and panel placement may be restricted. Roof slopes facing the street are usually the most sensitive, and installers often propose panels on a rear or less visible slope.
What to ask before you apply
- Is the property graded or in a protected area? A building’s age alone does not decide this. Ask the municipality’s heritage planners, or the heritage authority, what applies to your address.
- Which roof faces are visible from the street? The answer drives the layout and sometimes the output.
- Are cables, inverters and batteries visible? Conduit and boxes on a street wall can be as sensitive as panels on a roof.
- Does the building have a thatch or aged timber roof? If so, panels are generally not suitable, and a ground, outbuilding or carport mount may be a better option.
Heritage approvals take time, so raise the subject at the start. A solar design that cannot be approved is a wasted quote, and a good installer helps you find out early.
Estates, Homeowners’ Associations, Student Blocks and Body Corporates
A sizeable part of Stellenbosch housing is in estates and sectional title schemes, and each has a decision-maker beyond the owner.

Quote Checklist, Certificates, Insurance and Upkeep
A good quote lists the make, model and quantity of the panels, inverter and batteries, the system size in kWp, kW and kWh, the mounting method and roof assessment, what is backed up in an outage, and who does the municipal application and the Certificate of Compliance. Red flags include a quote without a site visit, an installer who says registration is optional, a system described as off-grid in order to avoid the municipality, pressure to pay in full upfront and vague equipment descriptions.
Every solar installation is an electrical installation, so it needs a Certificate of Compliance from a registered person, and the certificate is not the same as municipal approval.
