Selling an Older Bellville Home: Where Electrical Inspections Tend to Fail
Many Bellville houses were built decades ago and have since been extended, renovated and re-let. That history produces predictable defects. Knowing them before you list lets you repair at your own pace and not under pressure from a buyer.
- Alterations without a certificate. A backyard room, a garage conversion or an enclosed patio often has circuits that were added without testing. Regulation 7(4) calls for a new certificate when additions or alterations are made.
- Old board, no earth leakage. Original boards with rewireable fuses, or a board where the earth leakage switch no longer trips, are among the most common failures.
- Poor labelling or a full board. Every circuit needs to be identifiable, and a board with no room left for protective devices may have to be replaced.
- Aluminium wiring. Industry commentary says it was used in many South African homes from around 1960 to the mid-1980s. The inspector checks terminations and test results, and a joint that fails may need re-terminating or replacing.
- Reversed polarity and missing earth at sockets. These are corrected by rewiring the socket.
- Bonding of metal pipework that was disturbed during plumbing repairs.
Houses on the Tygerberg slopes and the older streets nearer the station can differ a great deal in how they were wired, so an inspector treats each property on its own results and not on its suburb. A tidy house can fail on one hidden joint, and an untidy one can pass cleanly. What counts is the testing, not the look of the board.

Flats and Townhouses: Unit Certificates and Common Property
The City of Cape Town’s plan for the Bellville town centre aims for denser mixed-use development, and the area already has many flats and townhouse complexes. In a sectional title scheme, the owner is responsible for the installation inside the unit, and the body corporate looks after the common property.
What a unit owner needs
- An electrical certificate covering the wiring, board and fittings in the unit.
- A water installation certificate if the City’s process requires one for your transfer.
- Gas or electric fence certificates only where the unit has such an installation.
What the body corporate holds
- Certificates for shared lighting, gate motors, electric fences on the boundary and shared meter rooms.
- Records of any inspections and repairs, which sellers often need to give their transfer attorneys.
Owners of flats should also check the position on geysers, electric stoves and any air-conditioning, which are normally inside the unit and therefore part of the owner’s installation. Where a unit’s board is located in a shared meter room, make sure the inspector can get in on the day, because a certificate cannot be issued for a board nobody can open.
If you are selling a unit, ask the managing agent for copies of the common-property certificates early. If they are out of date or missing, it can slow the sale even though the fault is not yours. Trustees can help by keeping a current file and arranging periodic inspections.
Letting a House, Flat or Room Near the Campuses
The universities in the area bring a steady demand for rented rooms and flats. Regulation 7(1) of the Electrical Installation Regulations requires every user or lessor to hold a valid electrical certificate of compliance. A lease may shift some responsibility to a tenant, but a tenant should still ask to see a valid certificate before accepting it, and a landlord is safest with one in hand before anyone moves in.
Letting several rooms in one house creates its own checks:
- Every added room or sub-board should be tested as part of the installation.
- Extension leads and multi-plugs are a warning sign that the circuits are too few.
- Geysers, stoves and prepaid sub-meters shared by several tenants need correct wiring and labelling.
- Gas appliances need a gas certificate if the installation is fixed and has been altered or the property changes hands.
Under the Property Practitioners Act, the lessor completes a mandatory disclosure form that the tenant sees before making an offer. It deals with known defects and does not replace a certificate. Business Premises: Sales, Leases and Handovers
Bellville is an industrial and commercial node, and certificates matter just as much for a shop or warehouse as for a house. The legal duty again sits with the user or lessor of the installation, and a sale or lease agreement will say who arranges and pays. A tenant leaving or taking over premises often triggers the request.

The Transfer Timeline and the Dates That Catch People Out
Most delays come from booking too late, or from a certificate that was valid when issued but is too old when transfer arrives. Plan the sequence early.
- Before listing: arrange a pre-inspection so repairs can be done at a calm pace.
- Once the offer is signed: read the compliance clause. It says which certificates are needed, who arranges them and by when.
- Inspection and quote: faults are listed and you decide how to proceed.
- Repairs and re-test: the installation is tested again and the certificate issued.
- Certificates to the attorney: the conveyancer collects the originals.
- Lodgement: check dates before this step, not after.
Under regulation 7(5), a change of ownership may not go ahead on an electrical certificate that is more than two years old. A house that has been on the market for months needs that date checked again. For a beetle certificate, which is a contractual requirement and not a statutory one, ask the conveyancer what age is acceptable. Gas and fence certificates have no single fixed validity period in the regulations, so follow the contract.
Choosing Who Issues Your Certificate
A certificate is only as good as the person who signs it. Only a registered person may issue an electrical certificate, and the Department of Employment and Labour has warned the public about people who pose as registered electrical contractors. Ask for proof of registration, expect a visit to the property, and insist on the test report that goes with the certificate. A certificate offered without anyone visiting, or at a price that is far below every other quote, is a red flag.
When the inspection is booked, make the property easy to test. Clear access to the board, the meter box, the roof space and any outbuildings, tell the inspector about every installation including solar, a borehole pump and pool equipment, and warn anyone in the house that the power will be off for a while. Keep earlier certificates, solar documents and appliance manuals to hand. A prepared property is usually finished in one visit.

Do I need a COC to sell my house in Bellville?
