Certificates In A Village At The End Of The Peninsula

Scarborough is a conservation village on the Cape Peninsula’s Atlantic side, hard against the Cape Point Nature Reserve. Development here has been tightly controlled since 1996, so most properties are established houses and cottages rather than new builds. A property that changes hands is therefore usually an older home, and an older home is exactly where certificate questions come up.

The legal requirement is clear: an Electrical Certificate of Compliance must be provided when a property is sold. Agents and insurers regularly ask for one too, and owners who let a cottage to visitors or tenants are often asked by agents for a current certificate. If the property has an electric fence, gas appliances or a timber roof structure, those can bring gas, fence and beetle certificates into the picture.

Because many owners live in the city or abroad and use their Scarborough property only for part of the year, logistics matter. The inspector tests every circuit, checks the board, earth leakage protection, bonding and visible wiring, and records anything that does not comply. A pass leads to the certificate. I live in the city but own a Scarborough cottage. Can the inspection happen without me?

Yes, provided someone can let us in, such as a caretaker, agent or neighbour, and every room, roof hatch and outbuilding is accessible. Send their contact details when you book and we will coordinate with them.

Is salt damage a reason for a certificate to fail?

It can be. Badly corroded sockets, switches, light fittings or board components are defects and must be replaced before a certificate can be issued. Light surface corrosion on sound parts may pass, depending on the inspector’s assessment.

Do I need a certificate to let my cottage to holiday guests?

There is no blanket rule we can quote for every case, but agents, insurers and platforms commonly ask for a current Electrical COC. Check with whoever manages or insures the let, and tell us what they require.

My property uses gas cylinders. What do I need?

A gas installation, including regulators, hoses and pipework to stoves or heaters, can need its own certificate. Thermo Compliance can inspect and certify it, and fix faults first. Tell us which appliances run on gas.

The roof is timber. Will the buyer want a beetle certificate?

Buyers often request one for timber roofs and floors, especially in older houses. We can arrange it with the electrical inspection so that both certificates are ready together.

Does conservation status affect electrical repairs?

Routine repairs and certificates are not affected, but structural changes may need approval, so confirm with the City before altering the building. We deal with the electrical side and the inspection itself.

Can the plumbing certificate be arranged at the same visit?

Plumbing is a separate inspection by a registered plumber, but we can coordinate the visits to reduce trips to the village. Give us the address and tell us which certificates your agent has requested.

How early should I order a certificate for a sale?

As soon as you decide to sell. Travel distance and access arrangements make scheduling less flexible here, and any repairs have to be completed and retested before the transfer date.
